Is Titanium Dioxide Safe?
Available studies in humans and postmortem analysis of tissues suggested that the oral bioavailability of titanium dioxide in humans is very low. JECFA noted that there are currently no epidemiological studies that allow any conclusions to be drawn with respect to an association between dietary exposure titanium dioxide and human health effects.

How to Approach Titanium Dioxide in Products
With its storied history and distinct properties, lithopone remains a subject of historical significance and contemporary relevance. While its applications and popularity have evolved, its role in the annals of pigment history is indisputable.
Anyway, it doesn't matter if it reflects or absorbs, Titanium Dioxide is a pretty awesome sunscreen agent for two main reasons: it gives a nice broad spectrum coverage and it's highly stable. Its protection is very good between 290 - 350 nm (UVB and UVA II range), and less good at 350-400 nm (UVA I) range. Regular sized Titanium Dioxide also has a great safety profile, it's non-irritating and is pretty much free from any health concerns (like estrogenic effect worries with some chemical filters).

Lithopone, C.I. Pigment White 5, is a mixture of inorganic compounds, widely used as a white pigment powder. It is composed of a mixture of barium sulfate and zinc sulfide. These insoluble compounds blend well with organic compounds and confer opacity. It was made popular by the cheap production costs, greater coverage. Related white pigments include titanium dioxide, zinc oxide (zinc white), zinc sulfide, and white lead.
Titanium dioxide is a common pigment, and zinc oxide and magnesium oxide are common fillers in rubber base adhesives.
Following six months of phasing out the additive, titanium dioxide will be completely banned in the European Union starting August 7. France had previously banned the use of titanium dioxide in food starting in January 2020.

Because of its ability to absorb UV light, it's particularly useful as an ingredient in sunscreens — while its light-scattering properties are great for applications that require white opacity and brightness, such as in paint and paper.
